Dear Mr. Lenzi:

Thank you for your June 28 request for experimentation with changeable overhead lane-use signing for active traffic management. Your request involves the use of diagonal downward-pointing arrows to advise motorists of a downstream lane closure and that traffic must vacate the lane over which the arrow(s) are displayed. Your request is hereby approved at the initial location along Route I-5. The additional locations will be considered separately for incorporation into this experimentation at such time as they near the implementation date.

Please be advised that the Federal Highway Administration (FHWA) will be conducting a concurrent evaluation of traffic control devices for active traffic management that will examine several variations on advising motorists of downstream lane closures and merging requirements.

We look forward to receiving your semi-annual progress reports based on field data collection and observations. We have assigned this experimentation the following official ruling number and title: "2(09)-4 (E) – Overhead Lane-Use Signs for Active Traffic Management—WA." Please refer to this number and title in any future correspondence.
