Colorado Department of Transportation
(CDOT) Request to Experiment

Shelley J. Row, P.E.
Director, Office of Transportation Operations
HOTO-1

Mr. Douglas Bennett
Acting Division Administrator (HDA-CO)
Lakewood, Colorado

We are in receipt of a request to experiment in the use of traffic control devices for a roundabout in Fort Collins transmitted on September 20. Given that the request includes the use of Pedestrian Crosswalk LED Warning Lights and Signs and Pavement Markings Recommended in the FHWA Roundabout Design Guide, we have separated the request into two separate experiments:

  1. Pedestrian Crosswalk LED Warning Lights. This Request to Experiment is not approved. We do not feel these lights should be used at locations such as the roundabout controlled by traffic signals, stop signs or yield signs
  2. Signs and Pavement Markings Recommended in the FHWA Roundabout Design Guide. We have assigned this Request to Experiment the following official experimentation number and title: III-121(E) "Signs and Markings in Roundabout Design Guide." We cannot rule on this request until additional information is forthcoming:
    1. The location of the installation;
    2. An illustration of the experimental installation;
    3. A detailed research or evaluation plan;
    4. An agreement to restore the experimental site to a state complying with the provisions of the MUTCD; and
    5. An agreement to provide semiannual progress reports.

We are responding directly to Mr. Pete Graham the Project Manager for Region 4 of the Colorado Department of Transportation. Attached is a copy of our responses. If you have any questions, please contact Mr. Harold Lunenfeld of this office at 202-366-6598.
