Dear Mr Phillips:

Thank you for your July 30 letter requesting permission to experiment with yellow-green (YG) pavement markings for existing crosswalks near the city of Central Point Post Office in Central Point.

Based on the requirements and process outlined in the Manual on Uniform Traffic Control Devices (MUTCD) Section IA.IO, your experimentation plan need to be revised to include the following additional information in order for the Federal Highway Administration (FHWA) to approve your request:

For the evaluation plan, we recommend the following non-exclusive list of data be collected for both before and after periods: vehicle speeds and volumes, pedestrian volumes, driver behavior (on-set of braking, yielding, etc.), pedestrian behavior, weather conditions, time period of data collection. We also recommend including a control site at a comparable pedestrian crossing location on the same road or a road with similar characteristics and traffic volumes, in order to validate data collection. This same data would also be collected at that site.

Please develop an evaluation plan to include the items mentioned above, and follow the guidelines found in the (MUTCD), Section lA.lO (Items A-I) in addressing administrative details. The MUTCD Section 1A.l 0 can be accessed via the FHW A website at http://mutcd.fhwa.dot.gov.

To expedite the approval process, you may fax your revised experimentation request to Ms. Guan Xu at 202-366-3225. Your request will be approved pending our receipt of a revised plan including all the additional information indicated above.

For reference purposes, we have assigned your request the following official experimentation number and title: "3-l60(E)- Yellow-Green Pavement Markings for Crosswalk-Central Point, OR." Please refer to this number in future correspondence.
