Lap, please pass this attachment on to FHWA for an interpretation. Matthew is asking about making the decorative roadway surface treatments reflective when used at pedestrian crossings. I do not think the colored surface is considered a traffic control device. However, Section 3E.01 says colors that degrade the contrast of white crosswalk lines should not be used for colored pavement located between the lines. If the decorative pavement is reflective, it will degrade the contrast of the white crosswalk lines and therefore reflective treatments should not be allowed. I need FHWA to agree with me on this or give me an official position. Thanks
