Dear Mr. Uria:

We have reviewed your November 23 letter regarding your request to experiment with in-roadway flashing warning lights and offer the following comments. As stated in Section 1A-6 of the Manual on Uniform Traffic Control devices (MUTCD), please provide the following in your experimental request and evaluation plan:

• An illustration of the in-roadway flashing warning light you intend to use.
• A drawing showing the seven locations where the in-roadway flashing warning lights will be used, associated signing, and placement of the devices along the crosswalk.
• A detailed evaluation plan outlining what the University of North Carolina’s Highway Safety Research Center will be evaluating.
• An agreement to restore the experimental sites to a state complying with the provisions of the MUTCD within 3 months following the end of the experiment.

In addition to the requirements found in Section 1A.6 of the MUTCD, we offer the following comments:

• Your experiment with the in-roadway flashing warning lights should include the installation of amber raised pavement markers at a separate crossing for comparison purposes.

Your request to experiment with the in-roadway flashing warning lights will be approved, contingent on receipt and review of a more detailed request and experimentation plan including the items requested above.
For future reference purposes, we have assigned the following official experimentation number and title to your request: IV-169(Ex) - "In-Roadway Flashing Warning Lights." Please refer to this number in future correspondence.
