Dear Mr. Conner:

Thank you for your October 26 letter to the Office of Transportation Operations, Federal Highway Administration. In your letter, you requested a change in your approval to experiment dated April 17. You indicated that motorists are having trouble seeing in-pavement warning lights at crosswalks and requested permission to alter the experiment by adding either
Option #1- a lighted flashing pedestrian crossing sign in place of the W11-2 signs, or
Option #2- a yellow flashing signal head on each of the existing crosswalk sign stanchions.

In order to grant you approval, we need to know which option you will use, or whether you propose using both options. We also require information on your selection criteria, and what impact the change will have on your experimental plan. Please note that the use of a signal ahead sign can be misleading. Therefore, we recommend you use some other sign text such as PED XING AHEAD for option #1.

For Option #2, the sign on East Broad Street, Westfield below the PED XING sign should be removed because it not in conformance with the Manual on Uniform Traffic Control Devices and might confuse the motorists.
