Thank you for your May 24 letter to the Office of Transportation Operations requesting an interpretation of the traffic volume requirements with respect to Section 4C.08 Warrant 7, Crash Experience.

The intent of Section 4C.08 (subparagraph C) is that the vehicles per hour given in both of the 80 percent columns of Condition A in Table 4C-1, or the vehicles per hour given in both of the 80 percent columns of Condition B in Table 4C-1 be met. The 70 percent of 80 percent or 56 percent is not applicable.
