I am seeking clarification for statement C.1.b. on page 4D-13 of the MUTCD 2000. When is a through lane considered adjacent? Always? Is it dependant on the presence of a island between through lanes and right-turn lane? Is it dependant on the size of that island? Does the type of island (i.e. raised, corrugated, etc.) have any impact?

I have included a pdf file of a particular location that we are currently reviewing/discussing internally. We are looking at the NB right turn cement onto STH 190 ED. Please take a look at it and let me know dour thoughts. FYI - Signal Head #14 (5-VR) has been taken down, so in the field we have one near right and one far signal head for the protected/permitted right-turn movement. We have not yet completed the plan revision.
