Angela,

The "before" data should be collected when the lane-use control signals are displaying the "MUTCD approved" displays that are shown on the left-hand side of each of your three scenarios in your attached document dated August 21, 2012. Testing each of the three "WisDOT Evaluation" configurations of lane-use signal displays that are shown on the right-hand side of each of your three scenarios in your attached document is acceptable to the FHWA. These three configurations are as follows:

Yellow X and yellow downward arrows
Merge text and green downward arrows
Merge text and yellow downward arrows

The revised schedule that you proposed in your attached document is also acceptable to the FHWA.

We look forward to receiving your semi-annual progress reports.

WisDOT is looking for further clarification on the scenarios for evaluation, and for FHWA's approval to change the schedule for the evaluation (See the attached letter noted as "LCS Yellow Arrow response v2 12 07 30"). Please let us know if these scenarios are consistent with FHWA's approval letter on June 7, 2012.
