Dear Mr. d’Escoto:

Thank you for your March 8 letter informing us of the delay in beginning the experimentation with the yellow-green pavement markings for school zone crosswalks. We have reviewed your request for additional sites and approve your request for experimentation at a total of 100 sites (2 schools in each of the 50 Wards).

We apologize for the delay in responding to your request. All first class mail sent through the U.S. Postal Service to Federal agencies in the District of Columbia must be processed in a special way to protect government employees from the possibility of handling anthrax-tainted mail. The irradiation process delays delivery by several weeks.

Please continue to reference the following experimentation number and title: "7-39(E)-Yellow-Green Pavement Markings for School Zone Crosswalks." You may want to consider using Federal Express, UPS, or another overnight mail service in lieu of sending future correspondence through first class mail and encountering a lengthy delay in processing.
