Dear Sir or Madam:

I am seeking clarification, or your interpretation, of section 2B.21 of the Manual on uniform Traffic Control Devices. This section refers to Mandatory Movement Lane Control Signs; more specifically R3-5, the Mandatory Movement Lane Control symbol.

It is my interpretation that all vehicle movement must turn left, with no U-Turn option. I base this interpretation using Mandatory Lane Control sign R3-7 with the legend: Left Lane Must Turn Left. I am assuming R3-5 and R3-7 have the same meaning; one being symbolic, one being legend.

A colleague of mine maintains that a U-Turn is simply two lefts, thus allowed unless specifically stated to the contrary.
