Change List for Revision Numbers 1 and 2, dated May 2012, to the 2009 Edition of the MUTCD

This change list was developed to acquaint readers of the 2009 Edition of the Manual on Uniform Traffic Control Devices (MUTCD) with the changes that have been incorporated into the 2009 MUTCD with Revision Numbers 1 and 2 by Final Rules dated May 2012. This change list compares the 2009 MUTCD with Revision Numbers 1 and 2 incorporated to the original 2009 Edition of the MUTCD, dated December 2009, which was the version that was printed and sold by AASHTO, ATSSA, IMSA, and ITE.

Note that, in the PDF version of the 2009 Edition of the MUTCD with Revision Numbers 1 and 2 incorporated, a black vertical line and the notation "Rev. 1" or "Rev. 2" in the margin alongside a particular paragraph or table denotes the location of the changes that have been made with Revisions Numbers 1 and 2, respectively.

All references to Parts, Chapters, Sections, figures, tables, paragraphs, items, and pages in this change list refer to the 2009 MUTCD.

General Items

The front cover and spine have been revised to indicate "Including Revision 1 dated May 2012 and Revision 2 dated May 2012" directly under the words "2009 Edition".

Introduction

In Revision 2, the three-page Table I-2 that appeared on Pages I-4 through I-6 of the 2009 MUTCD has been replaced with a one-page Table I-2 that appears only on Page 1-4. Pages I-5 and I-6 have been deleted. Only 12 of the previous 58 compliance dates have been retained. The description for Section 2A.08 has been changed. The section number for the Section 8B.03 row has been changed to Sections 8B.03 and 8B.04. The compliance dates for Sections 2A.08, 4D.26, 4E.06, and 8B.03 have been extended. The footnotes at the bottom of the table have been revised.

General Chapter 1A General

Section 1A.09 Engineering Study and Engineering Judgment

In Revision 1, a new Paragraph 3 has been added on Page 4 and the previous Paragraphs 3, 4, and 5 have been relabeled as Paragraphs 4, 5, and 6 respectively. The new Paragraph 3 says, "The decision to use a particular device at a particular location should be made on the basis of either an engineering study or the application of engineering judgment. Thus, while this Manual provides Standards, Guidance, and Options for design and applications of traffic control devices, this Manual should not be considered a substitute for engineering judgment. Engineering judgment should be exercised in the selection and application of traffic control devices, as well as in the location and design of roads and streets that the devices complement."

Section 1A.13 Definitions of Headings, Words, and Phrases in this Manual

In Revision 1, the last sentence of Item A in Paragraph 1 on Page 10 has been deleted. The deleted sentence said, "Standard statements shall not be modified or compromised based on engineering judgment or engineering study."

Chapter 2D Guide Signs — Conventional Roads

Section 2D.43 Street Name Signs (D3-1 or D3-1a)

In Revision 2, a new Paragraph 24 has been added on Page 163 and the previous Paragraph 24 has been relabeled as Paragraph 25. The new Paragraph 24 says, "On lower speed roadways, historic street name signs within locally identified historic districts that are consistent with the criteria contained in 36 CFR 60.4 for such structures and districts may be used without complying with the provisions of Paragraphs 3, 4, 6, 9, 12 through 14, and 18 through 20 of this section."
